» ICT Based Teaching and Information Management (IBTM)

The government through the national ICT policy and e-government strategy provides guidelines for the transformation of Kenya into a digital economy by the year 2030. It recognizes that an ICT literate workforce is the foundation on which the nation will become a knowledge based economy. This policy has identified education as the platform for equipping the nation with ICT skills in order to achieve this objective.

The vision of the Ministry of Education (MOE) is to facilitate ICT as a universal tool for education and training. In order to achieve this vision, the ministry states that every educational institution, teacher and learner and the respective community should be equipped with appropriate ICT infrastructure, competences and policies for usage and progress. Further, the National ICT Strategy for Education and Training (The ICT Policy) commits the government to promoting ICT in education at Primary, Secondary, Tertiary and Community levels by:

  1. Developing ICT Curricula and ensuring that teachers/trainers possess the requisite skills
  2. Setting up a framework for evaluating and certifying ICT training programmes
  3. Developing mechanisms for attracting and retaining skilled human resources.
  4. Establishing networks and sharing resources
  5. Developing strategies to support research and innovation
  6. ICT integration in the teaching curricula at all levels of education thereby establishing Educational networks for sharing educational resources and promoting e-learning at all levels.

In all these initiatives there is a lack of requisite skills on the side of the teacher in the use of ICTs for delivery of educational materials. Inoorero University in consultation with Ministry of Education, Kenya Institute of Education and Teachers Service Commission developed the ICT Based Teaching and Information Management (IBTM) curriculum to address the need above.
